올해부터 새로 도입되는 기술직 이민(FSTP, Federal Skilled Trades Program) 신청 가능 직종이 발표됐다.

연방 이민부는 지난 2일 FSTP 시행에 맞춰 신청이 가능한 43개 직종을 발표했다.

FSTP는 기존 연방 전문인력이민(FSWP)과 경험이민(CEC)을 절충한 형태로, 캐나다 산업 현장에 즉시 활용 가능한 기술인력을 대상으로 하고 있다.

이민부는 FSTP 해당 직종을 A, B 두 그룹으로 나누고 각 그룹별 정원에 차등을 뒀다.

17개 직종이 포함된 A 그룹에는 직종별 각 100명씩 신청 정원이 할당됐다.

B그룹에는 26개 직종이 포함됐으며, 직종별 정원이 할당되지는 않았다.

FSTP를 신청하기 위해서는 이민 신청 전 연방 이민부가 정한 해당 직종에서 2년 이상 경력이 있어야 하고, 캐나다 내의 잡오퍼를 받거나 주정부의 기능 자격증을 보유해야 한다.

대신 최소한 CLB 7(IELTS 6) 이상이어야 신청한 FSWP와는 달리 기본수준의 언어능력만 증명하면 신청이 가능하다.

이번에 발표된 FSTP 신청 정원(caps)은 총 3,000명으로, 연방 이민부가 계획하고 있는 올해 신규 이민자 규모(24만~26만명)의 1.2% 수준에 불과하다.

하지만 FSTP는 ‘숙련된 기술인력의 유입’으로 초점이 옮겨지고 있는 캐나다 이민제도 변화를 반영하고 있다는 점에서 올해 10,000명 가량을 받아들일 예정인 CEC와 더불어 향후 캐나다 이민의 주요 루트로 떠오를 가능성이 많다. 이럴 경우 FSTP 정원도 지속적으로 늘어날 것으로 보인다.

한편, 이민부 발표에 따르면 지난해 3분기까지 한국인 신규이민자는 늘어난 반면 신규유학생은 줄어든 것으로 파악됐다.

지난해 3분기 캐나다에 정착한 한국인 신규이민자는 전년 같은 기간보다 8.5% 증가한 1,310명이었다. 또 1∼3분기 한국인 신규이민자 역시 전년 동기 대비 15.2% 늘어난 4,047명이었다.

이 기간 동안 전체 신규이민자는 전년 같은 기간보다 2.8% 늘어난 19만4,531명이었고, 출신 국가별로는 필리핀·중국·인도 순으로 많았다.

반면, 지난해 3분기 한국인 신규유학생은 전년 같은 기간보다 11.2% 줄어든 2,814명에 그쳤다. 1∼3분기 한국인 신규유학생 역시 전년 동기 대비 14.6% 감소한 6,049명이었다.

국가별 순위로는 중국·인도에 이어 3위에 해당한다.
